Community Accountability

Accountability with responsible judgment

Serious wrongdoing should not be hidden, and an accusation should never be treated as proof simply because it was made.

Accusation is not guilt

Receiving an allegation does not establish it. Submissions and investigations are never public.

Every matter is reviewed

Serious matters receive preliminary screening, and where warranted, formal investigation and Council review.

Right of response

No serious adverse determination is made without a meaningful opportunity to answer. Silence is never an admission.

A high standard

A public adverse HCR finding requires clear and convincing evidence, judged by the HCR Accountability Council.

Not a blacklist

HCR is not a gossip or blacklist system. Only explicitly authorized determinations are ever published.

Accountable to truth

Those bringing, answering, witnessing and reviewing a matter are all accountable to truth (Deut. 19:15–19; Deut. 1:16–17; Prov. 18:17).

Raising a serious concern

This process is for serious misconduct — such as abuse of authority, financial exploitation, sexual misconduct, violence, credible threats, serious deception or retaliation — involving anyone within B'nayee Yish'ra'ayl, whether leadership or not, and whether or not they participate in HCR. It is not for doctrinal disagreements, personality conflicts, social-media arguments or someone simply leaving an assembly. You do not need an HCR account to submit.

HCR is not law enforcement and the HCR accountability process does not replace reporting to lawful civil authorities where reporting is required or appropriate. If anyone is in immediate danger, contact emergency services or the appropriate lawful authorities now — do not wait for HCR review.

Public accountability records

Only determinations explicitly authorized for publication after review appear here. Allegations, responses, established facts, disputed facts and HCR findings are shown separately.

No public accountability records have been published.
