The Hebrew Covenant Registry
A voluntary accountability, affiliation, verification and credentialing network for participating Hebrew covenant assemblies and organizations. Assemblies remain independent while participating in a common framework of integrity.
One person · One permanent HCR identity
Each participant holds a single permanent HCR identity, issued in the formHCR-000001, which remains stable across a lifetime of affiliation.
What is HCR?
A common framework of accountability
HCR helps independent participating communities responsibly document assemblies, recognized leadership, registered members, covenant affiliation and standing.
Why does it exist?
Integrity between communities
To strengthen responsible affiliation, communication and accountability between independent participating communities — for both members and leadership alike.
How HCR protects people
Accountability with privacy
Private member records remain private and are shared only with authorized leadership for a legitimate purpose. Participation never places an assembly under central control.
Registered assemblies
Participating assemblies are documented with a clear distinction between pending verification and verified standing.
Leadership verification
Recognized offices are recorded as credentials, held separately from a person's permanent HCR identity.
Affiliation history
Affiliation is relational and historical. Changing assemblies adds a record; it never erases one.
Privacy by design
Least privilege is enforced in the database itself. Private records are never publicly searchable.
Registering an assembly
Anyone eligible may submit an application, but submission does not create a verified assembly. Every submission begins at Pending Verification and only HCR Registry Administration may grant verified standing.
Registered members may view their own profile, affiliation history and covenant standing. Access to the records of others is restricted by authorized responsibility.
